Purpose of This Notice.

This notice provides notification of a revision to optional operations specification (OpSpec), management specification (MSpec), and letter of authorization (LOA) C048/MC048 for certificate holders, program managers, and operators (hereafter referred to collectively as "operators") conducting fixed-wing airplane operations under Title 14 of the Code of Federal Regulations (14 CFR) parts 91 subpart K (part 91K), 121, 125 (including part 125 Letter of Deviation Authority (A125 LODA) holders), 129, and 135. This notice also introduces LOA C048 for operators conducting fixed-wing airplane operations under part 91. This notice provides revised guidance for Federal Aviation Administration (FAA) certificate-holding district offices (CHDO) and principal operations inspectors (POI) with oversight responsibilities for those operators. This is a mandatory revision to OpSpec/MSpec/LOA C048/MC048 which must be reissued or rescinded by the end of the regulatory compliance period.
