This instruction applies throughout the DON, including the Coast Guard when operating as a Service in the Navy under Title 14, U.S. Code, Section 3.

Purpose. As advocates of spiritual, moral, and ethical maturity and resiliency, Navy Chaplains are essential to the Department of the Navy's (DON'S) effort to assist Service members, their families, and other authorized personnel in coping with military life. This instruction implements policy and procedures for religious ministry in the DON. This instruction has been administratively revised and should be reviewed in its entirety.
