This standard applies to all Network Rail Asset Management Teams responsible for the engineering management of Plant and T&RS assets as defined by Network Rail standards. This includes Network Rail organisational functions specifically responsible for managing Plant and T&RS assets (owned, hired or leased) and functions or projects responsible for the introduction and use of new or modified Plant and T&RS assets and technologies, including post delivery elements of rail vehicle projects, warranty defects, strategic spares and retrospective work arising from deficiencies in original build activities.
Where Plant and T&RS assets have any engineering responsibility provided through a third party, the Asset Management Team is required to assure themselves that the supplier is compliant with the requirements of this Standard.
Purpose
This company standard describes the technical requirements for preparation and implementation of assurance plans relating to rail vehicles. Compliance with the requirements described in this company standard will check that:
a) Network Rail owned rail vehicles and Rail Vehicle Safety Critical Engineering Systems, Products, Facilities and Services (RVSCPS) remain compliant with statutory legislation, the Network Rail Health and Safety Management System (including Railway and other Guided Transport Systems Regulations 2006 (ROGS) and Railways Interoperability Regulations (RIR)), Railway Group Standards and other mandatory requirements.
b) The assessment regime takes into account the contents of such assurance plans when monitoring safety critical engineering systems, products, facilities and services for rail vehicles.
