The objective of this Safety Guide is to provide recommendations for development and review of the safety case and supporting safety assessment for facilities and activities dealing with the predisposal management of radioactive waste and spent fuel storage facilities. It summarizes the most important considerations in assessing and demonstrating the safety of facilities and activities, and documents the steps that should be followed in developing the safety case and performing the safety assessment.

The Safety Guide aims to assist operators, regulatory bodies and supporting technical specialists in the application of a graded approach to the development and review of the safety case and supporting safety assessment. The Safety Guide provides guidance for a regulatory framework in which a safety case is developed and assessment is undertaken throughout the lifetime of a facility. The guidance contained in this Safety Guide can be used irrespective of how the safety case and safety assessment process are addressed within individual national regulatory frameworks.
