INTRODUCTION TO SD-14

To comply with specific legal Executive Order requirements, the DoD must review, identify, and revise or cancel thousands of documents listed in the DoD Index of specification and Standards (DODISS) that require or permit use of Environmentally harmful substances.

The SD-14 contains lists of toxic chemicals, extremely hazardous substances, Ozone depleting chemicals (ODCs) , selected volatile organic compounds, and several other substances. This list is intended to help standards management activities identify, and hopefully avoid use of the substance as they revise, develop, and review specifications and standards.

Toxic chemicals and extremely hazardous substances. Section 2-207 of Executive Order 12856 defines the materials and substances of concern. For purposes of meeting the requirements of section 3-303 (b) of the executive Order, the Emergency planning and community Right-to know Act (EPCRA) section 313 "toxic chemicals" list will be used. The EPCRA section 302 "extremely hazardous substances" is and auxiliary list which must be used in addition to the EPCRA 313. These are the authorized references until they are updated or verified by office of the under Secretary of Defense (Environmental Security) (ODUSD (ES)).

The EPCRA section 313 and section 302 sets were compiled from the EPA Title III list of Lists, (EPA 560/4-92-011), January 1992. This SD-14 list is updated to included EPA additions to section 313 (published in the Federal Register, Vol.58, No.229, page 63500, December 1, 1994. The EPCRA section 313 set contains the EPA Toxic Chemical List (17), as bold entries, which EPA had selected from the total of nearly 320 items for early emphasis by industry.

There are about 740 toxic chemicals and extremely hazardous substances itemized in the SD-14. This list was complied and issued by the ODUSD (ES). The chemical Abstract Service (CAS) registry number should be used in cross-referencing among lists. Notations in the EPCRA 313 list show the materials that are listed in both EPCRA sections 313 and 302 as duplicate entries. Synonymous names of the substance in the EPCRA 313 list of December 1, 1993 are provided starting on page 38. The Services/Agencies may use the synonyms in the search of standardized documents but should coordinate with each other so that consistent procedures are used and comparable results are achieved. Documents prepares may use common or trade names rather than some of the cumbersome formal chemical names.

Ozone Depleting Chemicals. The list of Class 1 ODCs is from the Federal Register Notice of July 30, 1992 (57 Fed. Reg. 33753). Contained in the SD-14 list are also some common and trade names as suggested by the Navy's CFC and Halon Information Clearinghouse.

Volatile Organic Compounds (VOCs). VOC's are restricted by various regional air quality districts as a result of restrictions in the National Clean Air Act. Specifications should not be written for products containing more than that allowed in the most restrictive air pollution control district. Also, specifications should state the maximum VOC content allowed. The list contained herein is from the 'EPA Final Rule Defining Volatile Organic Compound (VOC)," from the Federal Register, Vol. 57, No. 22, February 3, 1992, to be added to 40 CFR Part 51 under 51.100, Definitions.
