PURPOSE. This Commandant Instruction updates Coast Guard policy concerning Marine Transportation System (MTS) recovery planning and operations following a significant transportation disruption. It reflects current Coast Guard organization, incorporates lessons learned from Hurricane Sandy and other events, and includes the use of new information technology and other tools to support MTS planning and operations. It also supports the National Infrastructure Protection Plan 2013 and implements the Maritime Infrastructure Protection Plan for the Coast Guard.
