Purpose of This Notice.
This notice announces a change to Operations Specification (OpSpec)/Management Specification (M/Spec)/Letter of Authorization (LOA) E096. The previous name of E096 was Weight and Balance Control Procedures. The name of the E096 template is being changed to accurately convey the authorization provided by the OpSpec/MSpec/LOA. E096 grants authorization to conduct airplane weighing with specific make, model, and series (M/M/S) of airplane or aircraft (depending on the regulatory part). The new name accurately conveys this authority. The change affects the E096 OpSpec/MSpec/LOA templates for Title 14 of the Code of Federal Regulations (14 CFR) parts 91 subpart K (part 91K), 121, 135, 121/135 combination certificates, 125, and 125 Letter of Deviation Authority (A125 LODA) holders. E096 is a mandatory OpSpec. However, it is only applicable for multiengine aircraft. Operators and/or certificate holders with multiengine aircraft must be issued E096.
