This instruction applies to:

a.  Naval Air Systems Command Headquarters (NAVAIRHQ) and its Business Units; the Program Executive Officer (PEO) for Strike Weapons and Unmanned Aviation (PEO(W)),  Assault and Special Mission Programs (PEO(A)), and Tactical Aircraft Programs (PEO(T)); and all new procurement and in-service aircraft, aeronautical equipment, engines, systems (e.g., airborne weapons, targets, trainers, training equipment, aircrew escape system, armament, structural components, wiring, avionics, aviation life support systems, photographic equipment, imaging and reconnaissance equipment and electrical systems), and peculiar and common support equipment (SE), and aircraft launch/recovery equipment (ALRE), including their modification, during all life cycle phases and levels of maintenance.  For the purpose of this instruction, in-service begins when any portion of the production quantity has been fielded for operational use.

b.  Commercial and non-development systems and equipment for which support is required. 

Purpose.  To define the Naval Air Systems Command (NAVAIR) Reliability-Centered Maintenance (RCM) Program and establish RCM Program policy, procedures, and responsibilities within NAVAIR.
