scope:

The provisions of this instruction apply to all users of the MRTFB and to all echelons responsible for management and administration of MRTFB capabilities. Current MRTFB capabilities are listed in enclosure (1) of this instruction, however the MRTFB composition is assessed bi-annually to ensure appropriate Navy T&E capabilities are included. The composition of the MRTFB can be changed when a facility or range is added to or withdrawn from the MRTFB; when a facility or range currently designated as part of the MRTFB is mothballed or closed; or when the capability of an MRTFB has significantly changed.

Purpose

a. To implement references (a) and (b) which prescribe policies and responsibilities for the management and operation of specific Department of Defense (DoD) test and evaluation (T&E) facilities designated collectively as the major range and test facility base (MRTFB). Reference (c), volume 11A, chapters 12 and 13 prescribes funding policy for DoD and non-DoD users.

b. Major change to this revision was the addition of the responsibilities section. This is a complete revision and should be reviewed in its entirety.
