This process applies to:

a) all emergency or exceptional circumstance requests for access in order for staff to respond to RCM alarms;

b) Network Rail employees and contractors working on Network Rail's infrastructure;

c) Route Operations Control response to RCM alarms.

RCM alerts are dealt with under normal work planning processes and are therefore outside the scope of this process. In addition, the provisions of this process do not apply when it is agreed that the response to an RCM alarm can be dealt with under normal work planning processes.

RCM alarms may be received direct to the Route Operations Control via the Intelligent Infrastructure Control Centre System (or an implemented legacy system) or to a nominated Network Rail Route Control Technician.

PURPOSE

This procedure allows Route Operations Control to manage requests for access from maintenance / engineering staff responding to Remote Condition Monitoring (RCM) equipment alarms in such a way that potential future delays are mitigated or avoided.

It provides Route Operations Control with a robust process to authorise signallers to grant such access that has been agreed.
