PURPOSE.

This directive reissues DoD Directive (DoDD) 3025.14 (Reference (a)) to update policy and responsibilities for the evacuation of U.S. citizens and designated aliens from threatened areas abroad, in accordance with Executive Order 12656 (Reference (b)) and the memorandum of agreement between the Departments of State (DOS) and Defense (Reference (c)). This directive also cancels the designation of the Secretary of Army as Executive Agent for the repatriation of DoD noncombatants.

APPLICABILITY.

This directive applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this directive as the "DoD Components").
