This guidance applies to all new operational assets, assets undergoing major upgrade works, or assets being brought back into use after a period of five years or more. This includes all rail modes whether, operated internally or franchised operated / provided to TfL, and to highways.

This guidance should be followed by:

  • Designers
  • Project managers
  • Contract managers
  • HSE advisors.

The assessment methodologies and criteria described in this document are for residential dwellings and other noise sensitive receptors e.g. schools, offices, hospitals, hotels, theatres, churches etc.

However, there may be situations where the criteria presented herein are not fully applicable to the receptor under consideration. In such circumstances, assessment methods and criteria for these receptors should be determined on a project by project basis drawing upon the guidance in this document or any other nationally recognised applicable standards.

Purpose

This document provides guidance for managing the noise and vibration assessment methodologies and criteria that should be used for the design of new or upgraded TfL owned operational assets.
