scope:
Purpose.
To provide for the command relationships of the Commandant of the Coast Guard with the Secretary of the Navy (SECNAV) and the Chief of Naval Operations (CNO) upon the declaration of war or when the President directs the Coast Guard to operate as a Service in the Navy.
Applicability.
This instruction applies to all Department of the Navy personnel to include the United States Coast Guard when assigned. The United States Code designates and prescribes the functions of the Coast Guard as a Service in the Department of Homeland Security (DHS). Reference (a) provides for the conditions when the Coast Guard will operate as a Service in the Navy and when it will transfer back to the DHS.
