Purpose

Provide an updated list of the active and cancelled General Intelligence, Cover and Deception, Security and Investigative Program Security Classification Guides (SCGs), inclusively listed in enclosures (1) and (2).

Advise that SCGs will no longer be included as separate enclosures to the basic instruction. An active list of the SCGs and separate lists, such as enclosure (2), will be included, when applicable. This will permit Chief of Naval Operations (Assistant for Information and Personnel Security) (CNO) (N09N2)) to expeditiously issue updates to the basic instruction and put forth the most current list of active SCGs, to better serve derivative classifiers.

Advise of a change in the assignment of the Identification (ID) number for each SCG. Specifically, the ID number for each SCG will no longer include an alphabetic designator that corresponds with the latest change to the Office of the Chief of Naval Operations Instruction (OPNAVINST) 5513.4 series (i.e., ID number 04B-02 will now be 04-02). Revisions to the SCG will still be inclusive with the ID number (i.e., 04-02.2, with .2 representing the second revision to that specific BCG). The revision number is assigned by the Original Classification Authority (OCA) and will not start over when an update to the OPNAVINBT 5513.4 series is issued, as in the past. ID numbers will continue to be assigned through CNO(N09N2), per reference (a). Reference (a) will be updated to reflect the new process for recording the ID number.
