PURPOSE
This GPR defines the process used by Goddard Space Flight Center (GSFC) to identify, consider, authorize, review, and revise the establishment of support requirements and commitments for current or new customers. This procedure alone is not sufficient to establish a formal arrangement, which may be by interagency agreement, Commercial Space Launch Act agreement, or other agreement executed under the authority of the Space Act. Such arrangements must be established in accordance with applicable Government-wide, NASA, and GSFC regulations.
APPLICABILITY
This procedure is applicable to all GSFC support for both new and continuing products and services covered by the GSFC Quality Management System (QMS).

information, consultations that require less than 40 hours of

This procedure does not address the process of intra-Center arrangements to support commitments to GSFC customers. Intra-Center arrangements are developed using administrative procedures.
GSFC offices that service external customers not explicitly identified in this GPR develop their own service-specific processes. These processes take the form of Directorate-level Procedures and Guidelines or Work Instructions.
