This instruction applies to all NAVAIR, which includes NAVAIR Headquarters (NAVAIRHQ), Competencies, all Program Managers Air (PMAs), the Aviation Program ExecutivE' Offices (APEOs), business units and field activities. The provisions of this instruction are not applicable to Foreign Military Sales.
Purpose. This instruction has been updated to reflect the revised thresholds that relate to the capital budget as set. forth in reference (a). The capital budget is that portion of the Defense Working Capital Fund (DWCF) budget that justifies t.he purchase of assets that equal or exceed capitalization thresholds and have a useful life of two or more years. All other provisions remain the same.
