This policy applies to all NAVFAC commands for vacancies that meet the criteria of hard-to-fill or mission critical. Commands may further restrict the required approval level to meet local needs.
Purpose. To provide policy and procedures for the Naval Facilities Engineering Command (NAVFAC) to evaluate requests for credit for non-federal and uniformed service work experience in determining the annual leave accrual rate.
