scope:
Purpose. To update Department of the Navy (DON) policy and responsibilities in accordance with references (a) through (h) and to ensure a comprehensive program of environmental planning and stewardship consistent with, and in support of, the readiness of the Naval Forces of the United States.
Applicability. This instruction applies to the DON, including the Office of the Secretary of the Navy (SECNAV), as defined in reference (i) and in Article 0310 of reference (j), and Navy/Marine Corps commands, operating forces, shore establishments, and reserve components. This instruction addresses environmental planning for actions, including classified actions, both within the U.S. and abroad, including effects on the global commons.
