PURPOSE. In accordance with the authority in DoD Directive 5134.01 (Reference (a)), this manual implements policy established in DoD Instruction (DoDI) 5000.02 (Reference (b)) and DoDI 5000.69 (Reference (c)), assigns responsibilities, and provides procedures for managing the JSWSR Process for weapons, weapon systems, ammunition, and any items containing explosives and energetic materials (referred to collectively in this manual as "weapons") intended to be used by two or more DoD Components.

APPLICABILITY. This manual applies to OSD, the Military Departments (MILDEPs), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this manual as the "DoD Components").
