This module is applicable to the Supply Chain Operations managed fleet where Network Rail is identified as the Entity in Charge of Maintenance (ECM) on the National Vehicle Register (NVR).

This module is applicable to all SCO teams responsible for the engineering and management of SCO T&RS and OTM assets.

The initial response to mainline incidents and accidents is not covered by this module; this is led by the Transport Undertaking (TU) or Plant Operator under their Post Incident and Accident Inspection processes. This includes;

a) Safe recovery of the vehicle, including removal from the network.

b) Collection and provision of evidence from the scene as required.

SCO owned assets which have a third party ECM identified in the NVR are not in scope of this manual.

On-Track Plant (OTP), Mobile Depot Plant (MDP) and Fixed Depot Plant (FDP) are not in scope of this manual.

Purpose

This module provides requirements and procedures to enable Supply Chain Operations (SCO) to comply with ROGS, with the requirements of NR/L1/RMVP/0001 and NR/L2/RMVP/0090 (where specified) and enables the implementation of an ISO 55001 compliant Asset Management System (AMS) within SCO. This instruction identifies the post incident and accident inspection requirements for SCO fleet

This instruction has been written to meet the requirements of RIS-2273- RST - Post Incident and Post Accident Testing of Rail Vehicles.

The purpose of this document is to provide a documented system for the inspection and testing of vehicles involved in accidents and incidents, to;

a) Identify the causes of the incident or accident.

b) Collect and provide evidence.

c) Manage the safe release vehicles to traffic.

d) Input failure data into safety performance monitoring.

The application of the requirements and procedures contained within this module mitigate the following high level risks:

a) Non-compliance with legislation and regulatory requirements.

b) Maintenance safety risks posed to staff undertaking maintenance on Network Rail On Track Machines (OTM) and Traction and Rolling Stock (T&RS) assets.

c) Operational safety risks posed by Network Rail OTM and T&RS assets when operated on Network Rail managed infrastructure.
