scope:

This instruction is applicable to all military and civilian personnel employed by or at OJAG or NLSC Headquarters. All personnel with access to classified information must protect the material in accordance with the guidelines set forth in this instruction and its references.

Where contractor personnel are involved, OJAG and NLSC must adhere to the provisions of the Industrial Security Regulation (ISR), and contractor personnel must adhere to the provisions of the Industrial Security Manual (ISM) and any additional security regulations specified by the employing command.

This instructional may be used by NLSC field sites only if processes contained herein are applicable to their site. Otherwise, they must establish an Information, Personnel and Physical Security Program Manual that specifically meets the needs and requirements unique to their individual site. All Security Program Manuals must be written in accordance with references (a) through (1).
