This standard is the first in a series of standards that specify interface requirements between Operations Systems (OSs) across jurisdictional boundaries. It describes a set of Fault Management functional area services for Operations, Administration, Maintenance, and Provisioning (OAM&P) applications. The current issue of this standard addresses only trouble administration. Other parts of Fault Management, such as testing and alarm surveillance, will be addressed in future issues.
It is the intention of this standard to use and align with Open Systems Interconnection (OSI) Systems Management standards, where appropriate.
Purpose
In the open communications environment existing in North America, there is a need for the exchange of network management information between OSs in various jurisdictions. When the original version of this standard was produced, no domestic or international standard existed for the exchange of such information. The absence of such a standard had resulted in the proliferation of OS-OS interfaces and the need for agreements on the means of interconnection. This diversity led to inefficiencies in providing such interconnection, and delay in the introduction of new capabilities. The telecommunications industry benefits from a clear standard to achieve interoperability between OSs across jurisdictions. Development of an OS-OS interface standard permits service providers and vendors to focus on the provisioning of new capabilities rather than the means of providing connectivity. The purpose of this standard is to provide the Fault Management services (messages) for such an interface.
It should be noted that a large infrastructure based on an earlier version of this standard (i.e., T1.228- 1995) exists and is currently utilized throughout North America. While ATIS TMOC is aware of ITU-T X.790, Trouble Management function for ITU-T applications, it was not felt that a migration to X.790 is warranted at the moment but will be considered at the appropriate time, and with an appropriate migration strategy.

The minimum service and protocol requirements at the Session and Presentation Layers, and the supporting Application Service Elements (ASEs) for two classes of OAM&P applications at the Application Layer, are defined in ATIS-0300208.2008.
