This business process sets out:

a) the procedure for coordinating, assigning and recording the unique National Identities and values to meet the responsibility requirements in RIS-8072-CCS; and

b) the way in which the National Records Group (NRG) is to discharge its duty as National Identities Coordinator, which is to manage records and allocations of National Identities.

The ERTMS National Identities in scope of this business process are:

a) Eurobalise Groups (NID_BG);

b) National Areas (NID_C);

c) Key Management Centres (NID_KMC);

d) Euroloops (NID_LOOP);

e) Global System for Mobile Communications - Railways (GSM-R) Networks (NID_MN);

f) National System Identity (NID_NTC);

g) Global System for Mobile communications - Railways (GSM-R) Radio (NID_RADIO);

h) Radio Block Centres (NID_RBC);

i) Radio Infill Units (NID_RIU).

NID_STATION is not an ERTMS National Identity but is within the scope of this business process.

The ERTMS National Identities outside the scope of this document are:

1. Identity of User System (NID_XUSER=9 and Identities of specific UK Packet 44 applications NID_UKSYS). These are directly managed by the Rail Safety and Standards Board (RSSB) in accordance with RIS-0784-CCS.

2. ETCS On-board Units (NID_ENGINE). These are directly managed by the European Union Agency for Railways (ERA).

3. Country Identifier of Traction System (NID_CTRACTION). These are directly managed by the ERA.

Purpose

Interoperable European Rail Traffic Management System (ERTMS) equipment is primarily used for ERTMS applications, however, it can also be used for other national applications utilising Packet 44. All systems using the equipment need to be able to identify the equipment uniquely.

Commission Regulation (EU) 2016/919 as amended by Regulation (EU) 2019/776 requires member states to manage allocation of the unique ERTMS identities and variables for the implementation and operation of the ERTMS/European Train Control System (ETCS) in their country.

In Great Britain (GB) this requirement has been addressed by Rail Industry Standard RIS-8072-CCS which gives Network Rail the responsibility for managing some of these National Identities on behalf of the GB rail industry.

This business process enables Network Rail to fulfil their mandated responsibility.
