Purpose:
In accordance with the authority in DoD Directive 5134.01 and the July 13, 2018 Deputy Secretary of Defense Memorandum, this issuance:
• Provides guidance for the issue, use, and disposal of WPM in compliance with International Standards for Phytosanitary Measures Number 15 (ISPM 15).
• Prescribes DoD WPM procedures to:
o Implement the April 16, 2019 memorandum of understanding (MOU) between the DoD and the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ).
o Comply with Part 319 of Title 7, Code of Federal Regulations (CFR).
