This standard applies to operational land that could be affected by landfill sites.

This standard does not cover the requirements, roles and responsibilities for managing the potential effects of mineral extraction which can be found in NR/L2/CIV/191.

Purpose

The purpose of this standard is to help mitigate risks that Landfill operations pose to Network Rail's operations and infrastructure.

These risks include but are not limited to the following:

a) uncontrolled ground movement which could impact on the safety or performance of the railway;

b) the uncontrolled release of landfill gas which could result in a fire or explosion;

c) the accumulation of landfill gas in poorly ventilated confined spaces which could cause asphyxiation;

d) the uncontrolled release of leachate and other liquids causing contamination of soils and ballast;

e) deposition of windblown waste on the operational railway.

This standard replaces the provisions in NR/L3/CIV/037 (which has been withdrawn) that relate to landfill operations.
