This standard applies to Assessors undertaking Road Vehicle Incursion (RVI) Risk Assessments on behalf of Network Rail.
Purpose
This standard sets out methodologies to establish the risk of road vehicle incursion at public and non-public sites.
This standard covers the following scenarios:
a) Overbridge sites carrying single carriageway roads, dual-carriageway roads and motorways;
b) Neighbouring sites where road and rail are beside each other;
c) Areas adjacent to a railway line where vehicles regularly park.
This standard specifies:
a) The risk-ranking tools and their applicability;
b) How to prioritise sites for initial application of the risk-ranking tools;
c) How to apply the risk-ranking tools;
d) How to interpret results from application of the risk-ranking tools;
e) How to carry out a detailed assessment of risk at high-risk sites;
f) How to identify cost-effective risk control measures.
For public sites this standard should be used in conjunction with the Department for Transport Traffic Advisory Leaflet 06/03 (TAL 06/03) " Managing the accidental
obstruction of the railway by road vehicles "
