This document applies to all Network Rail owned B&C Infrastructure throughout their entire life, including where non-operational and leased by outside parties.

NOTE 1: Lease arrangements may alter who undertakes aspects of the overall management process.

Specific requirements of this document apply to B&C Infrastructure owned by outside parties where the infrastructure may foreseeably have a significant health, safety, environmental, performance, financial, or reputational effect on the railway.

NOTE 2: This includes the infrastructure owner's ability and competence to manage the risks borne by their infrastructure on the railway.

To effectively categorise and define the requirements for managing B&C Infrastructure, the Infrastructure is separated into 6 disciplines, these are:

1. Buildings and Architecture;

2. Drainage;

3. Off Track;

4. Earthworks;

5. Tunnels;

6. Structures.

NOTE 3: The risks associated with Mining and Undertrack crossings are also managed by the Buildings and Civils community.

NOTE 4: The control of Asset Protection and Optimisation is managed by the Buildings and Civils community.

This standard does not cover the management of:

7. Track support systems; and

8. Commercial Estate assets such as rafted property.

NOTE 5: This also excludes provision within Buildings and Civils asset policies and business plans.

Purpose

The purpose of this document is to define the Network Rail Buildings and Civils (B&C) Infrastructure, identify the assets, define accountabilities and help users navigate through the Buildings and Civils standards framework.

The overarching purpose is to set out how to manage health, safety, environmental, performance, financial, and reputational risks to the railway borne from B&C Infrastructure.
