Scope and Applicability.

Enclosures (1) and (2) have been prepared per references (a) through (c). The ROC and POE describe the mission areas, environment, and operational capabilities for which both HSM-40 and HSM-41 FRSs are configured. This instruction provides resource agencies with information concerning both HSM-40 and HSM-41 FRS mission requirements, capabilities, and the types and locations of expected operations. Together, the ROC and POE establish tasking which produces a measureable workload used by the Navy Manpower Analysis Center to compute personnel requirements for squadron manpower documents (SQMD). FRS production requirements for each fiscal year (FY) are determined through a systematic, enterprise-wide process resulting in a training requirements letter approved annually by the Chief of Naval Operations, Director, Air Warfare (OPNAV N98).

Production planning factors (PPF) are derived from the training requirements letters, aircraft assigned, and other resources needed to meet annual pilot and enlisted aircrew FRS throughput goals.
