Scope and Applicability.
This instruction is applicable to all SCN and other ship procurement acquisition programs managed by NAVSEA and its affiliated PEOs.
a. All PEOs and affiliated participating acquisition resource managers (PARM) within NAVSEA, Naval Air Systems Command (NAVAIR), Strategic Systems Programs (SSP), Naval Information Warfare Systems Command (NAVWAR), Naval Supply Systems Command (NAVSUP), Bureau of Navy Medicine (BUMED), and all other organizations that prepare cost estimates for GFE and mission systems on ships are required to comply with this instruction.
b. This instruction does not apply to equipment under the cognizance of Deputy Commander for Nuclear Propulsion (NAVSEA 08).
