This document provides process and system maturity models that may be used for a comprehensive evaluation of a government agency or of a single office, or program, and provides model-base scores of the effectiveness and maturity of its key processes and systems.

Government organizations can observe these benefits from the full adoption and usage of these standards:

1) Continuously improving the quality of the operations of government agencies in carrying out approved mandates and achieving program objectives.

2) A culture of quality in government agencies to improve cost-effective delivery of services.

3) A tool and framework for government managers at all levels to confirm and demonstrate key work units follow a documented best-known practice in primary business areas.

4) An empirical, professionally recognized tool for government managers to demonstrate key systems processes capability and maturity.

5) A uniform basis for the development of a quality scorecard of key systems and processes throughout an agency.

6) A method to evaluate and score the maturity of key systems and processes.

This Standard also includes guidelines for auditor qualification for auditing of government services, in support of their sustained use.

The fundamental need satisfied by the wide-scale adoption of this Standard will be the creation of a uniform, objective, and measurable maturity model for determining the presence and extent of quality in all government operations. It will also enable the development of a visible organization-wide scorecard, which will incentivize the use of quality practices by all its managers and supervisors.
