The scope of NR/SIN/209 is to calculate and record the total volume of PCBs (ml) for each item of electrification and plant (E&P) transformer equipment that requires inclusion in Network Rail's (NR's) PCB register or is already registered with the Environment Agency (EA) or Scotland's Environment Protection Agency (SEPA)).

The scope also includes the identification for removal or decontamination of any assets containing more than 50ml of PCBs.

NOTE 1 Individual Routes' PCB Registers are available in the "Module" Section of NR/SIN/209 on NR's Standards & Controls website.

Purpose 

The purpose of this Special Inspection Notice (SIN) is to support Network Rail's compliance with the following PCB regulations (PCB Regs): 

The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) (Amendment) Regulations 2020 (2020 No. 489) 

The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (Scotland) Amendment Regulations 2020 (2020 No.434)
