This standard applies to all asset management activities on existing Network Rail owned Tunnels, Network Rail managed Tunnels, shared Tunnels, and outside party Tunnels by Network Rail employees their contractors, and suppliers.

In particular, it applies to the training and proof of competence of personnel managing and undertaking asset management activities including the examination of Tunnels.

This module does not include the competencies required to:

1. work on or near the line;

2. undertake design of Tunnels;

3. undertake project engineering for Tunnels;

4. undertake construction works, including supervision and construction management;

5. comply with UK health & safety legislation, for example working at height or within confined spaces. 

This module should be read in conjunction with the overarching document NR/L2/CIV/1000. 

Purpose 

This standard sets out the minimum competence requirements, training and assessment of people who undertake activities for the management of the Buildings and Civils (B&C) Tunnel asset portfolio. 

Competent personnel mitigate the risk of functional failure of tunnel structures, minimising adverse safety, performance, reputational and environmental consequences. 

Understanding personnel's competence helps drive an individuals' professional development, continual business improvements and create a sustainable workforce meeting the needs of today and considering the future business needs.
