Purpose.

This Secretary of the Navy (SECNAV) notice supplements reference (a) and provides amplifying Phase I implementation guidance for the use of Controlled Unclassified Information (CUI). Phase I implementation focuses on training, awareness, applying the CUI Marking to the header and footer, and applying the designation indicator block to the cover or first page of all unclassified documents and Information Systems (IS) displaying or containing CUI. Additional CUI guidance for IS will be included in the next update of reference (b).
