Scope and Applicability.
This instruction provides resource agencies information describing MESF mission requirements, capabilities and the types and locations of operational employment. Together, the ROC and POE establishes tasking which produces a measurable workload to compute personnel requirements for activity manpower documents.
Purpose.
To establish and issue the required operational capabilities (ROC) and projected operational environment (POE) for the Maritime Expeditionary Security Force (MESF)
a. Summary of Changes. The MESF has reorganized into mission specific units of action to include Maritime Expeditionary Security Squadron (MSRON) Headquarters (HQ), security boat companies, and security platoons. Additionally, Maritime Expeditionary Security teams have been renamed Embarked Security Teams (EST). Each unit of action and EST have their own specific set of ROCs.
b. MESF has divested conducting operations in type I rivers. This is a core-limited capability, doctrinally supported but limited based on manning, training, equipment and organization. This instruction is a complete revision and reviewed in its entirety.
