This module defines the processes and hierarchy of controls for use when establishing a site of works vertically segregated from the operational railway 

The installation and removal of any temporary fixed barrier needs to be carried out under NR/L2/OHS/019. 

A safe system of work for any work that will be undertaken on or near the line should be established in accordance with the Rule Book and NR/L2/OHS/019. 

Purpose

This module provides risk-based controls for works that take place outside the kinetic envelope and in accordance with NR/L3/TRK/2049 and so that: 

a) risk to the operational railway is eliminated or reduced to so far as is reasonably practicable; 

b) efficiencies can be achieved, as once the site of work designated as segregated from the railway is set up, the requirements of NR/L2/OHS/019 are no longer required allowing for non-Personal Track Safety, (PTS), holders to operate within the site of works. 

NOTE : All other Network Rail standards apply.
