This document applies for lineside HABD installations to:
a) the specification process, including the requirements for site and plant selection;
b) design;
c) installation;
d) testing and commissioning;
e) system operation and response;
f) maintenance, training & competence;
g) protection during track works;
h) product support; and
i) decommissioning.
This document applies to:
a) all parties involved with the specification, design, installation, testing and commissioning, system operation and response, maintenance and decommissioning of HABDs installed on Network Rail infrastructure, including any train or vehicle operating on Network Rail infrastructure that activates the HABD equipment; and
b) all HABDs installed on Network Rail infrastructure.
Purpose
This document provides a process to:
a) reduce the risk of hot axle box detectors (HABD) being incorrectly specified, designed, installed, tested, operated, maintained, and decommissioned;
b) reduce, as far as reasonably practicable, the risk of a catastrophic incident occurring resulting from loss of vehicle axle integrity due to a damaged or failing axle bearing; and
c) enable compliance with BS EN 15437-1:2009 and GE/RT8014 to be achieved.
