The MTIASD Recommended Practice provides guidance for preparing and reviewing multimodal transportation impact analysis studies for certain types of land use changes and site developments. This publication encourages consistency in planning for site access, onsite circulation and parking layouts, as well as off-site improvements for new and expanding developments. The MTIASD Recommended Practice updates the transportation impact analysis guidelines to incorporate consideration for walking, bicycling, and public transit in transportation impact studies in addition to vehicles. The update is intended to provide the user with a broader overview of key considerations for complex topics in identifying and mitigating multimodal transportation impacts. Guidance is presented on level of service and quality of service objectives for all modes. This publication also describes the effect of site layout and design on multimodal travel demand, impacts of projected motor vehicle trips on safe and convenient transit and human-powered transportation, trip-reduction tools, and peak spreading. In addition, the MTIASD Recommended Practice includes a discussion of emerging and promising practices to incorporate approaches adopted by several jurisdictions to replace traditional site-level impact analyses with different tools, such as vehicle miles of travel (VMT), pro-rata share districts, and specific site-design commitments to integrate public and private sector investment in multimodal transportation systems.
