Purpose:
In accordance with the authority in DoD Directive (DoDD) 5135.02 and the guidance in DoDD 4510.11, this issuance:
• Implements policy, prescribes procedures, and assigns responsibilities for DoD Transportation Engineering and associated programs, including:
o The Highways for National Defense (HND) Program.
o The Defense Access Roads (DAR) Program.
o The DoD Traffic Engineering Program.
o The Railroads for National Defense (RND) Program.
o The Ports for National Defense (PND) Program.
• Prescribes procedures and assigns responsibilities for infrastructure and deployability analyses and installation transportation engineering studies.
