scope:

Scope and Applicability.

a. This instruction applies to the USN to include, but is not limited to Budget Submitting Offices (BSO), Program Executive Offices (PEO), Operational Forces and United States Government (USG) agencies that perform the functions in this instruction on behalf of the USN. The USN and USG agencies must include appropriate contract clauses and language to ensure contractor facilities align with USN policy.

b. This instruction provides requirements for OM&S and GFP.

c. This instruction applies to all OM&S to which the government owns title. There are four OM&S segments. They include:

(1) Ordnance

(2) Remainder

(3) Trident

(4) Uninstalled Aircraft Engines

d. A detailed definition of each type of OM&S is found in enclosure (2) of this instruction.

e. This instruction directs OM&S ownership requirements. Custody requirements must be documented within written agreements, such as contracts and memorandum of agreements citing this instruction, as applicable. Memorandums of agreement in place prior to the release of the instruction should be updated per this instruction at next review date.

f. While ordnance is an OM&S category that receives guidance in this instruction, further guidance for management of ordnance is provided within references (a) through (c).

g. This instruction applies to all property owned by or in the possession of the government subsequently furnished to a contractor for performance on a contract (GFP), regardless of property type. A detailed definition and list of types of GFP is found in enclosure (2) of this instruction.

Purpose.

a. Establish policy, procedures and responsibilities governing the management of Operating Materials and Supplies (OM&S) and Government Furnished Property (GFP) per references (a) through (z) within enclosure (1).

b. Detail accountability and management of OM&S in the custody of both the United States Navy (USN) and a third-party to ensure visibility, auditability, readiness and lethality.

c. Establish standard taxonomy and business practices for managing, reutilizing and reporting OM&S and GFP.
