Scope and Applicability.
This instruction applies to Navy operational ranges located within the confines of the United States, its territories, trusts and possessions that are air-to-ground range installations (excluding islands). RAICUZ studies or portions thereof, may be developed for U.S. activities on operational ranges in foreign countries, provided that such studies are (1) following international agreements with the foreign country where the RAICUZ study is to be performed; and (2) are completed in a manner that meets U.S. facility planning goals, based on the standards set forth in this instruction.
Purpose.
Per reference (a), this policy is established to provide procedures and guidelines for implementation of the Chief of Naval Operations' Range Air Installations Compatible Use Zones (RAICUZ) program.
