This standard applies to all work that either temporarily or permanently renew, replace, alter, decommission, remove existing assets or provide new assets and the associated asset data and information systems on Network Rail infrastructure. It applies retroactively where reasonable planning steps are not undertaken.
NOTE: This document is used in order to facilitate the accurate transfer of the required asset information.
It does not apply to normal maintenance activity, the transfer of responsibilities between different asset owners or between different maintainers (e.g. associated with a boundary change or on the expiry of a contract for maintenance).
Purpose
This document provides a process for introducing new assets or affecting existing assets on Network Rail infrastructure through the development and implementation of an asset management plan (AMP), which defines:
a) the responsibilities for the various elements of inspection and maintenance before, during and after any work is implemented;
b) the relationships and the exchanges of information between the Maintainer, Asset Owner and the Project Manager;
c) the required AMP deliverables in support of project works; and
d) the integration of new or changed assets into the maintenance organisation.
This supports:
a) the arrangements for the management of assets undergoing change;
b) assurance of the continued safe and effective maintenance of all assets throughout the project lifecycle; and
c) Network Rail in discharging its duties under the Construction (Design and Management) Regulations 2015, in accordance with NR/L2/OHS/0047, through the provision of pre-construction information and information required to safely maintain, clean, refurbish and demolish the delivered assetsĀ
