scope:
This standard applies to all construction projects, programmes and portfolios where Network Rail is the Client and which are delivered on, or have a direct impact on, the Network Rail Managed Infrastructure (NRMI).
It applies throughout the early development, design, implementation and close out stages of works, undertaken directly by or contracted to Network Rail.
It applies to any Project, Programme or Portfolio impacting the NRMI, that creates, changes, renews, enhances or removes the NRMI;
This standard is not intended to cover:
a) general maintenance works as defined in NR/L3/MTC/RCS0216 - Risk Control Manual;
b) third party works as defined within NR/L2/CIV/095 unless required by the respective Head of Asset Protection and Optimisation (ASPRO);
c) outside Party works as defined within NR/L2/CIV/096 unless required by the respective Head of Asset Protection and Optimisation (ASPRO); or
d) project initiation phase as specified in NR/L2/P3M/201.
This standard is arranged across 3 parts:
Core standard
This contains general guidance and requirements for the construction management of projects.
Module 01 - Construction Assurance
This contains guidance and requirements specific to the assurance of construction management operations.
Module 03 - Inspection & Test Plans
This contains guidance and details of the Inspection & Test Plan process.
Purpose
This standard brings together and defines Construction Management activities which support the successful delivery of projects undertaken on Network Rail Managed Infrastructure.
It provides a framework of processes and requirements for use by Network Rail project teams, that are appropriate for the scope and complexity of the project, programme or portfolio being managed. Application of this standard will help increase the successful delivery of Network Rail's Project Portfolio and reduce associated risks and increase opportunities to improve in these areas; reputation, financial, safety, environmental, sustainability and quality.
The benefit of this standard is that it provides key guidance on construction management activities for projects to support compliance to relevant construction legislation as well as outlining level 1 and level 2 construction assurance activities which support a right first-time approach to delivery.
