The standard specifies the process and requirements for the framework of e-Voting systems. The process includes the following:
a) Distributed ledger technology (DLT) to enhance security of registrations and voting with electronic or paper ballots
b) Real-time audits to detect and resolve suspicious activity
c) A database to summarize validated and suspicious results
Purpose
The purpose of the standard is to provide procedures and protocols for DLT-enabled registrations and voting that can help secure the voting process. Secure voting is more than a signature on a voting log or voting envelope. It includes the following:
a) A registration process that verifies authorized voters
b) Registered voters who can authenticate that their marked ballot was received and recorded as intended without malicious changes
c) A real-time audit that can detect suspicious activity
d) Suspicious voting activity is recorded and investigated, but is not counted with valid votes
