Purpose. This instruction describes participation by the Chairman of the Joint Chiefs of Staff (CJCS), the Commanders of the Combatant Commands (CCDRs), the Chief, National Guard Bureau (CNGB), and the Joint Staff (JS) in the DoD Planning, Programming, Budgeting and Execution (PPBE) process.
