INTRODUCTION
The NDMC is a sub-committee of the MC and was formed in 19711. The MC has responsibility for the overall control of international manpower in NMBs as depicted in the Peacetime Establishments and the NDMC provides a specialist focus on manpower and overarching manning issues as one of NATO's three resource pillars, alongside the Budget Committee and the Investment Committee. The NDMC examines manpower requirements, monitors manning levels, formulates manpower policy and provides consensus expert advice and recommendations on manpower issues for MC and NAC approval.
The NATO Defence Manpower Audit Authority (NDMAA) has been established under the control of the NDMC to ensure that manpower levels are appropriate to the mission and that the manpower policy guidelines are being followed. The TOR for the NDMAA are at Annex B to Chapter 1.
A Standing NDMC Working Group on Manpower Policy and Procedures (the AAP-16 WG) has been established to develop and examine all proposals for changes to NATO manpower policy and procedures, and to make recommendations for NDMC consideration. The TOR for the AAP-16 WG are at Annex G to Chapter 1.
