scope:
Purpose. To provide updated policy and guidelines for the Naval Sea Systems Command (NAVSEA) Command Evaluation and Review (CER) Program required by reference (a). The CER Function supports the requirements of reference (b) through (h) and shall be carried out in NAVSEA Headquarters and in each NAVSEA shore activity.
