The policy and guidance published by the Department of Labor in the 29 series of the Code of Federal Regulations (CFR) refers to requirements the employer must comply with in order to provide workers a safe and healthy workplace. The Occupational Safety and Health Administration (OSHA) dictates what must be accomplished in the workplace, but not necessarily how it will be accomplished, or by whom.

Basically, this standard assigns responsibilities to individuals or functions, which helps commanders manage their safety and health programs, ensuring they are in compliance with OSHA. The Air Force Occupational Safety and Health (AFOSH) program provides a uniform program, which Commanders may supplement, when necessary, to ensure a safe and healthful environment is provided in the work place.
