REISSUANCE AND PURPOSE. This Instruction:
Reissues reference (a) to implement policy, update responsibilities and prescribe procedures.
Authorizes the continued publication of reference (b), consistent with reference (c), to provide guidance and procedures for the management, control and disposal of government property in the possession of contractors.
APPLICABILITY. This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Defense Agencies, and the DoD Field Activities (hereafter referred to as "the DoD Components").
