The criteria in this handbook shall govern the design of hazardous waste storage facilities. The handbook provides guidelines to ensure that storage of hazardous wastes will meet the Federal criteria mandated by Title 40 of the Code of Federal Regulations (CFR), Parts 260 through 266.

Applicability. The criteria in this handbook apply to the construction of all Department of Defense (DOD) facilities that are used for long-term storage of hazardous waste or are otherwise subject to the requirements of 40 CFR, Parts 264, 265, and 270 and that are located in the 50 states, the District of Columbia, Puerto Rico, and U.S. territories and possessions. They shall be used to the extent practicable at DOD installations in foreign countries, based on host nation requirements and agreements.
