FOREWORD

The purpose of AXP-7 is to provide simplified and standardized procedures and tables for chemical incident planning and estimation of casualties resulting from these incidents. The characteristics of chemical agents used in this document are real; the data on chemical weapons and delivery means is hypothetical, however, it is similar to that of real ones.

AXP-7 is intended for use on Command Post Exercises (CPX) only, by exercise planning staffs in all three services for:

a. preparing exercise scenarios and chemical incidents and

b. estimating casualties resulting from these incidents.

AXP-7 does not provide users with the ability to realistically assess casualties from chemical attacks or to perform chemical target analysis. The casualty figures obtainable by using this publication are hypothetical.

The document is not designed for assessing the overall impact of a chemical attack on combat effectiveness.

In order to produce simplified chemical casualty assessment procedures for an otherwise complex subject, the document contains assumptions and ignores facts which - in a realistic assessment or target analysis - would have to be considered.
